Accountant- Pat Time

Palestine Aviner for Childhood Foundation “PACF” Established in 1998, PACF is a non-profit organization and one of the only specialized service providers for children with cerebral palsy CWCP and their families in Gaza Strip. PACF provides specialized education, social, psychological, leisure and vocational training services for CWCP/ MD. HI started its partnership with PACF in May 2011 supporting outreach and center based rehabilitation services for CWCP/ MD in Gaza City.

 

Within its partnership project implemented and support by Handicap International HI entitled ‘Post-emergency intervention to provide essential multi-disciplinary rehabilitation services to the most vulnerable women, men and children in Gaza’ funded by the Department of Foreign Affairs Trade and Development – Canada. The project aims at improving access of Persons with Disabilities PwDs and Persons with Injuries PwIs to post emergency basic services and to quality multidisciplinary functional, psychosocial rehabilitation and specialized services, in order to maintain and/or develop best functional abilities possible and consecutive inclusion in family and community life.

 

PACF is currently looking for a qualified candidate to fill the position of accountant on part time basis.

Duty Station/ Location: Gaza City Governorate.

Duration: 12 months- Part Time, (The first three months are a trial period), with possibility of extension upon availability of fund.

Starting Date: 1st September, 2015

 

Under the supervision of PACF Director, and with technical  support of Handicap International Support Services Team the Accountant will work in PACF in order to fulfill the following responsibilities:

.

 

1.      Main duties and Responsibilities:

 

·         Recording and Bookkeeping of financial transactions includes paymentsreceipts and other journal entries.

·         Monitor expenditures to ensure budget control.

·         Verify all payment requests and ensure compliance with the project budget.

·         Prepare payment requests and get the needed approvals. This entails control of supporting documentation for vouchers/invoices and checking for correctness of expenditure lines and budget project codes against which the payment requests are issued.

·         Timely and accurate preparation of financial reports, in compliance with the financial obligations stated in the signed partnership agreement obligations.

·         Provide Logistic support and conduct procurements (obtain validated purchase requests, collect quotations, prepare summary bid analysis, and issue purchase orders) in accordance to established policies and procedures.

·         Ensure the complete & well translation of all supportive documents as well as invoices  and receipts into English

·         Work closely with the Team supervisor Budget Holder& HI for monthly budget follow up , propose budget reallocations , cash forecast and other issues related to purchases.

·         Prepare staff work contracts, amendments of the project team contracts as required.

·         Update staff work contracts and the service provision contracts follow-up sheet on a monthly basis and report it to the Budget Holder& HI

·         Follow up staff attendance sheet and ensure that the process for taking paid leaves of the project staff, sick leaves; is respected (documents filled, validation of the concerned persons).

·         Maintain up to date archiving system for the project accountancy, financial reports, SPCs and staff work contracts (both soft and hard copies).

 

 

 

2. Requirements:

 

·         B.A degree in accounting.

·         At least 2 years of experience in project accounting.

·         Excellent experience in the usage of computers, Microsoft office software packages, and advance knowledge of spreadsheets.

·         Excellent communication and reporting skills.

Information Officer

Under the supervision of PACF Team Supervisor, the Information Officer will work in PACF in order to manage the compilation of all records of the project and the database.

.

 

1. Main duties and Responsibilities:

 

1.1 DATABASE:

·   To help in compiling project services beneficiaries’ information using different provided databases.

·   To collect the information sheets (assessment and follow up forms) from outreach team members, add coding and insert the required information in specific database,

·   To guarantee the accuracy and quality and confidentiality of the  inserted information by:

–             Input of new information in a timely manner

–             Regular cross-checking of the information to avoid gaps, overlap or   duplication

–             Maintenance and update of the data according to needs.

·   Archiving Hard copies papers related to the data entry process according to the instructions provided by HI Information & Database Officer.

·   Follow-up on the referral of beneficiaries to other service providers and partners in coordination with Team Supervisor and Social Worker.

·   Use Access program along with Excel to strengthen the database and the information output when needed and advised by HI Information & Database Officer.

 

1.2 REPORTING

·         Support the team members to correctly complete all documentation (assessment forms, donation certificates, referral forms, daily activity register, monthly reports, … etc)

·         Support the team members to type and format case studies on beneficiaries and activities of the project

·         Write regular activity and progress reports on the database development and analysis of collected information.

·         Assist the outreach team in monitoring tools filling and results analysis, report it to the Team Supervisor on regular basis as agreed in the action plan.

·         Maintain a positive image of PACF at all times and in all circumstances.

 

2. Requirements:

 

·         A minimum University degree in IT, Data Management or other humanitarian field

·         A minimum of 5years’ experience in database development, data entry and management (eexperience in managing data in different format Word, Excel, Access … etc., excellent data Entry quality and Accuracy).

·         Accurate keyboard skills and proven ability to enter data at the required speed.

·         Knowledge of correct spelling, grammar and punctuation.

·         Very good in using Microsoft office and email.

·         Good reporting skills

·         Ability to meet deadlines.

·         Good attention to details.

·         Very positive communication and interpersonal skills.

·         Strong command of spoken and written English.

Occupational Therapist

Under the supervision of PACF Team Supervisor, the Occupational Therapist (OT) will work in PACF in order to conduct outreach occupational therapy assessment, sessions, and follow up  visits to PwIs, PwDs and fulfill the following responsibilities:

.

 

1. Main duties and Responsibilities:

 

·         Assess the rehabilitation needs and provide occupational therapy sessions and follow up to PwIs and PwDs.

·         Coordinate with the Team Supervisor and other outreach team members in setting up the intervention / therapy plan for the PwIs and PwDs to ensure a multidisciplinary approach in services planning and delivery.

·         Identify PwIs and PwDs specific needs of assistive devices and write clear and correct prescription and submit to the Team Supervisor on regular basis.

·         Conduct training to assistive devices beneficiaries on how to use it properly.

·         Assess PwDs’ home adaptation needs (in particular persons injured during the last crisis who sustained disability) and set up adaptation plan for each individual / beneficiary and submit to HI.

·         Propose to beneficiaries/families/caregivers investments of the environmental resources to contribute to adapting the homes to their specific needs in order to improve their participation in the daily activities of life.

·         Participate in the technical trainings that Handicap international will conduct in order to improve the team members’ intervention quality with PwIs, PwDs, and other vulnerable groups.

·         Conduct trainings to families/caregivers of beneficiaries on home basic follow up exercises and ensure OT exercises are implemented after discharge.

·         Use the physio-tool resources and share with beneficiaries, their families and caregivers according to their needs.

·         Respect and implement the quality criteria system that will be trained on by HI during working with PwIs and PwDs.

·         Report to the Team Supervisor using the monitoring tools and reports’ forms on daily weekly/monthly/quarterly basis.

 

2. Requirements:

 

·         A minimum university degree / or Diploma in Occupational Therapy

·         A minimum of 5years’ experience, preferably in the rehabilitation of PwIs and PwDs.

·         Very positive communication and interpersonal skills.

·         Strong command of spoken and written English

Under the supervision of PACF Team Supervisor, the Psychologist will work in PACF in order to provide psychological support services for PwDs & PwIs and to fulfill the following responsibilities:

.

 

1. Main duties and Responsibilities:

 

·         Be present at PACF to assess mental functions, emotional status and social development of Persons with Disabilities PwDs and Persons with Injuries PwIs, to determine the level and the type of cognition, perception and behavior deficiency as well as the strength and capacities, to assess their social environment and their social interactions.

·         Design individual and group psychological support sessions and / or interventions that would contribute to the evolving capacities of PwDs and PwIs to the realization of the dignified life of them.

·         Conduct home visit PwDs, PwIs to assess the needs and provide support to those who have registered their need for assessment and support purposes.

·         Coordinate the other outreach team members in setting up the intervention / therapy plan for the PwDs, and other vulnerable groups in a multidisciplinary approach.

·         Coordinate with groups of PwIs and PwDs and facilitate their implementation to psychological support peer to peer sessions.

·         Participate in the technical trainings that HI will conduct in order to improve the team members’ intervention quality with PwIs and PwDs.

·         Respect and implement the quality criteria system that will be trained on by HI during working with PwIs and PwDs

·         Report to PACF, using the agreed monitoring tools and reports forms on daily/weekly/monthly and quarterly basis. .

 

2. Requirements:

 

·         University degree in psychology, with at least 4 years of work experience.

·         Proven advanced knowledge and experience in implementing psychosocial support services at community level, preferably with PwDs and PwIs.

·         Sign Language knowledge is a plus.

·         Ability to contribute and work within a team.

·         Excellent communication skills.

·         Open and flexible.

·         Experience in training, monitoring and evaluation.

·         Strong command of English and Arabic languages (both written and spoken).

·         Computer skills (Word, PowerPoint…).

·         Visit PwIs and PwDs in their homes who have registered their need to PT services for assessment and support purposes.

·         Coordinate with the PACF outreach team members in setting up the intervention / therapy plan for the PwIs and PwDs and other vulnerable groups when needed.

·         Conduct trainings to families/caregivers of beneficiaries on home basic follow up exercises and ensure PT exercises are implemented after discharge.

·         Use the physio-tool resources and share with beneficiaries, their families and caregivers according to their needs.

·         Respect and implement the quality criteria system that will be trained on by HI during working services’ beneficiaries.

·         Participate in the technical trainings that Handicap international will conduct in order to improve the team members intervention quality with services’ beneficiaries.

·         Report to PACF Team Supervisor, using the monitoring tools and reports forms on daily weekly/monthly/quarterly basis.

 

2. Requirements:

 

·         A minimum university degree in Physical Therapy

1. Main duties and Responsibilities:

 

·         Conduct home visits to PwDs and PwIs to register, assess clients’ speech therapy needs and conduct ST sessions according to their needs.

·         Coordinate with the Team Supervisor and other outreach team members in setting up the intervention / therapy plan for the PwIs and PwDs to ensure a multidisciplinary approach in services planning and delivery.

·         Conduct trainings to families/caregivers of beneficiaries on home basic follow up exercises and ensure ST exercises are implemented after discharge.

·         Use the physio-tool resources and share with beneficiaries, their families and caregivers according to their needs.

·         Respect and implement the quality criteria system that will be trained on by HI during working with project beneficiaries.

Under the supervision of PACF Team Supervisor, the Social Worker (SW) will work in PACF in order to  conduct assessment of the social needs of the PwDs and PwIs, identify existing sources available to meet the client’s need, refer the beneficiaries towards needed service upon their needs & demands, facilitate the coordination of the Referral Network at the governorate level that would enable early detection and early intervention and liaison plentiful stakeholders around the vulnerable groups to ensure a maximized access to their needed services to PwIs, PwDs and fulfill the following responsibilities:

.

 

1. Main duties and Responsibilities:

 

·         Be present at PACF to register, assess clients’ social needs and direct them towards the adequate rehabilitation, medical, basic services in the community that would ensure equalization of their opportunities and integration in the society.

·         Conduct field visits to shelter locations and homes of PwDs and PwIs in order to assess PwDs / PwIs needs for the identification of project beneficiaries.

·         Assess physical and social environment of the client in order to identify obstacles and facilitators and to make realistic plan of intervening on them according to the assessment form.

·         Coordinate with the Team Supervisor and other outreach team members in setting up the intervention / therapy plan for the PwIs and PwDs to ensure a multidisciplinary approach in services planning and delivery.

·         Facilitate internal and external referrals of identified PwDs and PwIs.

·         Map the existing resources in the community (services, funds, programs, human resources) that could be activated / mobilized to support clients and their families’ increased access to needed services.

·         Ensure users and their representatives’ involvement in project activities and follow up.

·         Participate in the technical trainings that Handicap International will conduct in order to improve the team members’ intervention quality with beneficiaries of project services.

·         Respect and implement the quality criteria system that will be trained on by HI during working with project beneficiaries.

·         Follow up and coordinate for the PACF referral network with relevant stakeholders in North Gaza

·         Organize and participate on monthly referral network meetings between PACF and other stakeholders in the governorate.

·         Report on the referral network indicators, challenges to PACF and HI on monthly basis.

·         Support the Information Officer in entering the data of assessed PwDs and PwIs and other vulnerable groups using HI & Partner’s data base forms.

·         Report Team Supervisor using the monitoring tools and reports’ forms on weekly/monthly/quarterly basis.

 

2. Requirements:

 

·         A minimum university degree in Social Work in addition to CBR training.

·         A minimum of 5years’ experience, preferably working with PwIs and PwDs.

Outreach Team Supervisor

PACF provides specialized education, social, psychological, leisure and vocational training services for CWCP/ MD. HI started its partnership with PACF in May 2011 supporting outreach and center based rehabilitation services for CWCP/ MD in Gaza City.

 

Within its partnership project implemented and support by Handicap International HI entitled ‘Post-emergency intervention to provide essential multi-disciplinary rehabilitation services to the most vulnerable women, men and children in Gaza’ funded by the Department of Foreign Affairs Trade and Development – Canada. The project aims at improving access of Persons with Disabilities PwDs and Persons with Injuries PwIs to post emergency basic services and to quality multidisciplinary functional, psychosocial rehabilitation and specialized services, in order to maintain and/or develop best functional abilities possible and consecutive inclusion in family and community life.

 

PACF is currently looking for a qualified candidate to fill the position of Outreach Team Supervisor.

Duty Station/ Location: Gaza City Governorate.

Duration: 12 months, (The first three months are a trial period), with possibility of extension upon availability of fund.

Starting Date: 1st September, 2015

 

Under the supervision of PACF Director, the Outreach Team Supervisor will work in PACF in order to manage the day to day implementation of project activities by the multidsciplinary outreach team and fulfill the following responsibilities:

.

 

1.1 Project Implementation:

·         To set up and manage the day to day activities of the outreach team according to the project plan and ensure that all actions envisaged are undertaken in an organized and systematic manner in support of HI Project Team.

·         Support the outreach teams in setting their intervention plans in line with the project indicators and field needs.

·         Organize the assessment, provision of rehabilitation services and referral of people with disability and injury.

·         Ensure Team’s training to families and caregivers on basic rehabilitation exercises and proper using of resources and informative materials.

·         Support the outreach teams to organize home visits to people with disability and injury according to the project identified services criteria.

·         Ensure that the outreach team understand their responsibilities and are using the appropriate assessment tools to identify, meet the multidisciplinary rehabilitation needs and follow up with the beneficiaries.

·         Support, follow-up and supervise the work of the outreach team and ensure services’ quality criteria respect.

·         Coordinate all referrals of beneficiaries towards relevant services in collaboration with the social worker and HI Disability Mainstream Officer.

·         Facilitate HI Project Team field work and technical support to the outreach teams and

·         Coordinate with HI and the appropriate stakeholders to ensure members are receiving the required support to identify target beneficiaries and their families, assess their needs and to ensure these means are provided; organize and implement trainings when required

·         Other activities related to project activities implementation as per the needs

 

1.2 Human Resources Management:

 

·         Manage 5 multidisciplinary outreach team members ( Physical therapist – Occupational Therapist – Psychologist – Speech Therapist and Social Worker)

·         Manage the Information Officer

·         Provide Support to the outreach team and Information Officer to fulfill their work in respect to the project action plan

·         Ensure Team’s consideration to the services quality criteria and conduct field follow up and support visits.

·         Support the Team in setting up the weekly plans and ensure qualitative and quantitative indicators are achieved.

·         Enhance the multidisciplinary approach in services provision through facilitating weekly coordination meetings with the Team in order to review progress and set common therapeutic goals and intervention plans by the different members / disciplines.

·         Ensure all team’s services are provided in a professional and ethical manner

·         Support the Social  Worker and Information Officer to collect and share information on services across Gaza Strip

·         Supervise and support the Social Worker to coordinate for Referral Network activities and monthly meetings in North Gaza.

 

1.3 Reporting and Coordination:

 

·         Collaborate with HI and the other project partners’ Team Supervisors across Gaza Strip to ensure coordinated implementation of activities in all locations.

·         Ensure that all donations made are accompanied with a signed donation certificate.

·         Maintain accurate records of activities and assessments conducted, support and services provided, and referrals made.

·         Ensure all reports are provided to PACF Director and HI Team on weekly bases respecting the agreed forms.

·         Apply the project monitoring tools on quarterly basis and report results to PACF Director and HI.

·         Propose timely changes and recommendations as relevant to meet project objectives and plan.

·         Write case studies and success stories on beneficiaries and activities of the project

·         Use various communication means (written, spoken, etc) during activities to ensure effective inclusion of all participants

·         Maintain a very positive image of PACF at all times and in all circumstances.

 

 

2. Requirements:

 

·         A minimum university degree in management, administration or other humanitarian field

·         A minimum of 5years’ experience in project coordination and management , preferably in the field of disability

·         Very positive communication and interpersonal skills.

·         Strong command of spoken and written English

·         Excellent Computer Skills ( Excel , PPP, Word and Access)

·         Proven successful team player previous experience
